Alikhan Askhanovich Smailov was born on December 18, 1972, in Almaty. In 1994, he graduated from Al-Farabi Kazakh National University with a degree in Applied Mathematics. In 1996, he graduated from the Kazakhstan Institute of Management, Economics and Forecasting under the President of the Republic of Kazakhstan, obtaining a Master’s degree in Public Administration.
He began his professional career in 1993. From 1993 to 1999, he worked at the A-Invest Investment and Privatization Fund and the Agency of Statistics of the Republic of Kazakhstan. He also served as Deputy Chairman of the Committee on Statistics and Analysis of the Agency for Statistical Planning and Reforms, as well as State Inspector at the Administration of the President of the Republic of Kazakhstan.
From 1999 to 2003, he served as Chairman of the Agency of the Republic of Kazakhstan for Statistics.
From 2003 to 2006, he served as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan and Chairman of the Board of the State Insurance Company for the Insurance of Export Credits and Investments.
From 2006 to 2009, he served as Deputy Minister of Finance of the Republic of Kazakhstan and President of the National Holding Company “KazAgro”.
From 2009 to 2014, he headed the Agency of the Republic of Kazakhstan for Statistics. From 2014 to 2015, he served as Chairman of the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan.
From 2015 to 2018, he served as Assistant to the President of the Republic of Kazakhstan. From 2018 to 2019, he served as Minister of Finance of the Republic of Kazakhstan.
From 2019 to 2021, he served as First Deputy Prime Minister – Minister of Finance of the Republic of Kazakhstan. From January 11, 2022, to February 5, 2024, he served as Prime Minister of the Republic of Kazakhstan.
For his service in the public sector, Alikhan Askhanovich Smailov was awarded the Order of “Parasat”, medals “For Distinguished Labor”, “10 Years of Independence of the Republic of Kazakhstan”, “10 Years of the Constitution of the Republic of Kazakhstan”, as well as the Grade II Medal “For Contribution to the Creation of the Eurasian Economic Union.”
As Chairman of the Supreme Audit Chamber, Alikhan Smailov continues his work on the development of the state audit and financial control system. In the first half of 2026, the Supreme Audit Chamber conducted 13 major state audits, covering financial resources amounting to 5.8 trillion tenge.
As an alumnus of Al-Farabi Kazakh National University, Alikhan Askhanovich Smailov, through his professional career in public administration, economics, finance and state audit, represents the contribution of KazNU alumni to various areas of public service and the development of the country.
