KazNU Graduate Mukhtar Tleuberdi – Minister of Foreign Affairs of the Republic of Kazakhstan

On September 3, 2026, by Decree of the Head of State, Mukhtar Beskenuly Tleuberdi was appointed Minister of Foreign Affairs of the Republic of Kazakhstan.

Mukhtar Beskenuly Tleuberdi is a statesman and prominent diplomat with many years of experience in public and diplomatic service, who has made a significant contribution to the development of the foreign policy of the Republic of Kazakhstan and the strengthening of international cooperation, and is a graduate of Al-Farabi Kazakh National University. He graduated from the Faculty of Philosophy and Economics of S.M. Kirov Kazakh State University with a degree in Philosophy and completed his studies in 1990. After graduating from university, he worked at the Departments of History of Philosophy and Chinese Philology of Al-Farabi Kazakh National University.

Mukhtar Tleuberdi was born on June 30, 1968. During his studies, he completed internships at the Institute of Asian and African Studies at Lomonosov Moscow State University and at Yonsei University in Seoul, Republic of Korea. He is proficient in foreign languages.

Mukhtar Tleuberdi began his diplomatic career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1993 as an Attaché. He subsequently held various positions at the central office of the Ministry, including Third Secretary of the Department of Asian Countries, First Secretary of the Department of Asia, the Middle East and Africa, and Head of a Division within the Department of Bilateral Cooperation.

Abroad, he served as Second Secretary at the Embassy of the Republic of Kazakhstan in the Republic of Korea and as Counsellor at the Embassy of the Republic of Kazakhstan in the State of Israel. From 2000 to 2001, he served as Adviser to the State Secretary of the Republic of Kazakhstan on foreign policy matters in the Administration of the President of the Republic of Kazakhstan. In 2003, he was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

From 2004 to 2009, he served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Malaysia and, from 2005, was concurrently accredited as Ambassador of the Republic of Kazakhstan to the Republic of Indonesia, Brunei Darussalam and the Republic of the Philippines. In 2009, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Swiss Confederation and concurrently Permanent Representative of the Republic of Kazakhstan to the United Nations Office and other international organizations in Geneva, as well as to the Principality of Liechtenstein and the Vatican City.

From 2016 to 2019, he served as First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. In 2019, he was appointed Minister of Foreign Affairs of the Republic of Kazakhstan. From 2021 to 2023, he served as Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan. From August 2023 to September 2026, he served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Austria and Permanent Representative of the Republic of Kazakhstan to international organizations in Vienna.

For his service to the state and diplomatic activities, Mukhtar Beskenuly Tleuberdi has been awarded a number of state and commemorative awards. He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Mukhtar Beskenuly Tleuberdi’s many years of diplomatic service, professional background in international relations and extensive experience in public service are a source of great pride for Al-Farabi Kazakh National University. His professional career, dedicated to the development of the foreign policy of the Republic of Kazakhstan and the strengthening of international relations, is a vivid testament to the significant contribution of KazNU graduates to the development of the country’s public administration system and diplomatic service.
