Zhaslan Khasenovich Madiyev is a statesman and a specialist with extensive professional experience in digital development and artificial intelligence, and a graduate of Al-Farabi Kazakh National University. From 2000 to 2004, he studied at Al-Farabi Kazakh National University, majoring in “World Economy and International Finance.” He subsequently earned a Master of Public Administration (MPA) degree from Columbia University and a Master of Business Administration (MBA) degree from the MIT Sloan School of Management at the Massachusetts Institute of Technology (MIT).
Zhaslan Madiyev was born on June 13, 1983, in the city of Almaty. He began his professional career in 2004 as a specialist in the Division for Cooperation with International Financial Institutions of the Department of International Relations at Alliance Bank JSC. In 2007, he worked as a Lead Trader in the Securities and Bond Trading Department of the investment bank Morgan Stanley in London.
Over the years, he held the positions of Expert at the Center for Strategic Development and Analysis of the Administration of the President of the Republic of Kazakhstan, Director of the Treasury Department at JSC National Welfare Fund “Samruk-Kazyna,” Deputy Chairman of the Management Board of JSC “Kazyna Capital Management” and JSC “Development Bank of Kazakhstan,” as well as senior positions within the National Bank of the Republic of Kazakhstan. He also served as an Adviser to the Prime Minister of the Republic of Kazakhstan and held responsible positions within the national company “Kazakhstan Temir Zholy.”
From 2020 to 2022, he served as Deputy Chairman of the Agency of the Republic of Kazakhstan for Strategic Planning and Reforms. In 2022, he was appointed First Vice Minister of Digital Development, Innovation and Aerospace Industry. From 2022 to 2024, he worked as General Manager of Binance Kazakhstan.
On May 6, 2024, by Decree of the President of the Republic of Kazakhstan, he was appointed Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan. On September 29, 2025, by Decree of the Head of State, he was appointed Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
Zhaslan Madiyev’s professional activities are directly related to the digital transformation of Kazakhstan, the development of innovation, the digitalization of public administration, and the implementation of artificial intelligence technologies. Under his leadership, initiatives are being implemented to develop government information systems, improve digital public services, introduce artificial intelligence technologies, and implement the Digital Qazaqstan strategy.
The professional career of Zhaslan Khasenovich Madiyev in public service, his background in economics, and his extensive experience in digital development are a source of great pride for Al-Farabi Kazakh National University. His public service, aimed at shaping the digital future of Kazakhstan, is a vivid testament to the significant contribution of KazNU graduates to the country’s socio-economic and technological development.
