KazNU Alumnus Yerlan Karin – Vice President of the Republic of Kazakhstan

On August 31, 2026, President of the Republic of Kazakhstan Kassym-Jomart Tokayev nominated Yerlan Tynymbaiuly Karin for the position of Vice President of the Republic of Kazakhstan at the meeting of the Kurultai. Following the support of the Kurultai deputies, Yerlan Karin was appointed Vice President of the Republic of Kazakhstan by a Decree of the Head of State.

 

The Alumni Association of Al-Farabi Kazakh National University takes great pride in the appointment of university alumnus Yerlan Tynymbaiuly Karin as Vice President of the Republic of Kazakhstan.

On August 31, 2026, President of the Republic of Kazakhstan Kassym-Jomart Tokayev nominated Yerlan Tynymbaiuly Karin for the position of Vice President of the Republic of Kazakhstan at the meeting of the Kurultai. Following the support of the Kurultai deputies, Yerlan Karin was appointed Vice President of the Republic of Kazakhstan by a Decree of the Head of State.

Yerlan Tynymbaiuly Karin is a Candidate of Political Sciences, statesman and public figure, and an alumnus of Al-Farabi Kazakh National University. He pursued postgraduate studies at the Department of Political Science of the Faculty of Philosophy and Political Science of the University and, in 1999, defended his Candidate of Political Sciences dissertation on the topic “Domestic Political Aspects of Kazakhstan’s Political Security.”

Yerlan Karin was born on May 26, 1976, in the village of Aksu, Sairam District, Turkestan Region. In 1996, he graduated from K. Zhubanov Aktobe State University with a degree in “History and Geography.” During his student years, he was actively involved in research and public information activities, serving as Editor-in-Chief of the “Aktobe University” newspaper and as a political columnist for the “Diapazon” newspaper.

He began his professional career in 1996 as a teacher of History and Geography at School No. 33 in Aktobe. Subsequently, he held responsible positions at the Kazakhstan Development Institute and the Central Asian Agency for Political Research, served as a freelance adviser to the Prime Minister of the Republic of Kazakhstan, and held senior positions in the Republican “Asar” Party, the International Institute of Contemporary Politics, the Center for Counter-Terrorism Programs, and the Akimat of Mangystau Region.

In 2008, he was appointed Head of the Domestic Policy Department of the Presidential Administration of the Republic of Kazakhstan and later became Secretary for Strategic Development of the “Nur Otan” People’s Democratic Party. From 2014 to 2017, he headed the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. From 2017 to 2019, he served as Chairman of the Board of JSC “RTRK Kazakhstan.”

From 2019 to 2020, he served as Adviser to the President of the Republic of Kazakhstan, and from 2020 as Assistant to the President. In January 2022, he was appointed State Secretary of the Republic of Kazakhstan, and in June of the same year, State Counsellor of the Republic of Kazakhstan.

For his contributions to state and public service, Yerlan Karin has been awarded the “Құрмет” Order, the “Достық” Order, 2nd Class, a number of jubilee medals, as well as the National Security Committee of the Republic of Kazakhstan medal “For Contribution to Ensuring National Security.”

Yerlan Karin is the author of scientific and analytical works. His authored and co-authored publications include “Balbaltas: From Orkhon to the Caspian,” “Soldiers of the Caliphate: Myths and Reality,” “Between ISIS and Al-Qaeda: Central Asian Militants in the Syrian War,” and “A Consolidated Catalogue of Cartographic Materials on the History of Kazakhstan, 17th – Early 20th Centuries.”

The professional career of Al-Farabi Kazakh National University alumnus Yerlan Tynymbaiuly Karin in the fields of public administration, political science and public service is a great source of pride for the University. His appointment to a high-ranking state position is a clear reflection of the significant contribution KazNU alumni continue to make to the development of the country.
