Daulet Laikovich

      Doctor of Law, Professor, one of the leading experts in the field of ecological  law, the expert on nature resources, environmental, civil, international and suffrage, the author of a number of bills of Kazakhstan.

      He was born on April 14, 1960 in Artemovsk of Donetsk region in Ukraine. In 1982 He graduated from law department of KazSU named after S. M. Kirov and remained to work at chair.

      In 1986 He defended the master's thesis on a subject: «Legal protection of atmospheric air in the Kazakh Soviet Socialist Republic», in 1996 – the doctoral dissertation on a subject: «The ecological legislation of the Republic of Kazakhstan».

      34 years conduct pedagogical work in al-Farabi Kazakh National university: from 1982 – the teacher, from 1998 – the head of the department of the ecological and nature recources law, from 2002 – the dean of law department.

      The fruitful pedagogical and scientific work of D.L. Baideldinov combined with an active social activities, the beginning of which goes to 1987, when he was elected secretary of the Komsomol committee of KazSU. The number of the Komsomol organization of the university at that time amounted to 14 thousand members of the Komsomol committee and had the status of the district committee. In 2001 Daulet Laikovich it was appointed the Chairman of election commission of the city of Almaty.

      From 2003 to 2006 He was a member of the Expert Council of the Supreme Court, a member of the Board of Trustees of the conservation of biodiversity of Kazakhstan Foundation, a member of the Legal Policy Council under the President of RK. The Author of more than 80 scientific papers, including 5 monographs, 2 books, 2 manuals in Russian and Kazakh languages, more than 10 articles in international journals.

      He was awarded medals «20 years to Independence of the Republic of Kazakhstan» (2001), «10 years to the Constitution of Kazakhstan» (2005), «10 years to the Parliament of Kazakhstan» (2006), «10 years to Astana» (2008) and a Certificate of Merit of the President of the Republic of Kazakhstan.
